KPHL and AFCAD runways

Hey all, don't know if this is the right place, but I have a few questions.

I am trying to update the afcad for Philly. I have added the correct airlines to the gates and added a few more GA parking spots near the FBO. I compile the file fine and add it to the scenery folder and everything just okay.

The problem lies, when I load up FSX and load philly, the AI aircraft are directed to 9L for Eastbound ops and 27R for westbound ops. They seem to be going to the closest runway instead of the designated takeoff runway of 9R/27L like in the old afcad. Now, I am not a computer whiz by any chance, but is there a way in the afcad editor to get the traffic to only use 9R/27L for takeoff?

If you look in the original download there were two AFCADs for direction of traffic. Maybe that is what is causing the issue?
